1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 23 August 2010 made the above-mentioned Orders
under section 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to introduce an extension to the existing Stratford North West controlled parking
zone (CPZ) in the streets and length of street specified in the Schedule to this Notice. The restrictions will include:
• parking places for permit holders only operating from 8am to 6.30pm on Monday to Saturday;
• waiting restrictions operating from 8am to 6.30pm on Monday to Saturday or ‘at any time’;
• the conversion of the existing disabled persons’ parking place outside No. 55 Gilbert Street to a disabled resident permit
holder parking place which will operate ‘at any time’;
• two new disabled resident parking places outside Nos. 42 to 50 Gilbert Street;
• two new community disabled parking places outside Nos. 22 to 32 Janson Road operating Monday to Saturday 8am to 6.30pm.
These will be for the use of any disabled badge holder and will allow a maximum stay of 30 minutes with no return within 2
hours. The existing ‘at any time’ disabled persons’ parking place outside the Stratford Seventh Day Adventist Church will
not be changed.
3. The parking places for permit holders in the streets and length of street specified in the Schedule may be used by any vehicle
displaying:
(a) one of the following valid permits issued by the London Borough of Newham:
• an SNW (Stratford North West CPZ) Resident permit;
• a Business permit;
• an SNW Resident Visitor Permit issued to a resident of a street specified in the Schedule only;
• an SNW Resident’s Carer Permit;
• an SNW Discretionary Resident Visitor Permit issued to a resident of a street specified in the Schedule only;
or (b) one of the following valid permits issued by the London Borough of Waltham Forest:
• a CH (Cann Hall CPZ) resident permit;
• a CH visitors’ permit;
• a CH foreign vehicles residents’ permit;
• a CH business/charity permit;
• a CH essential users/carers permit;
• a CH school parking permit.
4. Vehicles displaying either an SNW permit or a CH permit will be able to park in the parking places in those streets which
are divided by the boundary between the London Boroughs of Newham and Waltham Forest and which operate Monday to Saturday
8am to 6.30pm. These bays will have both the SNW and CH prefixes displayed on the signs and will be in the streets specified
in the Schedule to this Notice. Some bays in Janson Road and Burgess Road are in the existing Stratford North West CPZ, operating
Monday to Friday 10am-12 noon, and can only be used by Newham SNW permit holders. Newham SNW permits can be issued to addresses
within the lengths of Burgess Road, Gilbert Street and Janson Road within the London Borough of Newham and in Janson Close.
5. The annual fee for a resident parking permit will be free for the first vehicle in a household, £30 for the second vehicle
and £50 for a third vehicle or more. Residents’ visitor permits are supplied in units of 10 permits at a cost of £3 and will
be valid for six hours continuous parking for a fee of thirty pence. The fee for a business parking permit will be £50 for
3 months, £100 for 6 months and £200 for an annual permit. Disabled resident parking permits will be issued free.
6. The Orders, which will come into force on 6 September 2010, and other documents giving more detailed particulars of the Orders
can be inspected during normal office hours on Mondays to Fridays inclusive at Reception, East Ham Town Hall, East Ham, London
E6 2RP until such time as the Orders cease to have effect.

8. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that
it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or
any relevant regulations made there under has not been complied with in relation to any of the Orders may make application
for the purpose to the High Court by 4 October 2010.
9. If the provisions of any or all of the Orders continue in force for a period of not less than six months, the Council will
be considering in due course whether the provisions of any or all of the experimental Orders should be continued in force
indefinitely by means of an Order or Orders under Sections 6 and/or 45 of the said Act of 1984.
10. Within a period of six months —
(a) beginning with the day on which the experimental Orders came into force (i.e. between 6 September 2010 and 6 March 2011);
or
(b) if that Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on
which the variation or modification or the latest variation or modification came into force
any person may object to the making of an Order for the purpose of such indefinite continuation.
Any such objection must be in writing, must state the grounds on which it is made and sent to the Parking Design Team, Newham
Dockside, 1000 Dockside Road, London E16 2QU before 6 March 2011. Alternatively objections can be sent by email to ‘traffic.orders@newham.gov.uk’.
11. Persons objecting to the Orders should be aware that in view of the Local Government (Access to Information) Act 1985, this
Council may be legally obliged to make any comments in response to this Notice open to public inspection.
