London Borough of Enfield

ELSINGE ROAD/KEMPE ROAD AREA - INTRODUCTION OF 20 MPH SPEED LIMIT, AND NEW “AT ANY TIME” WAITING RESTRICTIONS.

1.  NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (hereafter referred to as “the Council”) on 13 July 2009 made the Enfield (Waiting and Loading Restriction) (Amendment No. 19) Order 2009, and the Enfield (20 m.p.h. Speed Limit) (No. 1) Traffic Order 2009 under sections 6, 84(1) and 84(2) and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2.  The general effect of the Orders will be to introduce—

(a)  new “at any time” waiting restrictions in parts of Bridgend Road, Brookside Gardens, Bullsmoor Lane, Cocker Road (including the access road leading to Nos. 81-111 Cocker Road), Carpenters Road, Charnwood Road, Elsinge Road, Hornbeams Avenue, Hook Gate, Kempe Road (including the service road fronting Nos. 25-75 Kempe Road), Lackmore Road (east and west arms), Larches Avenue, Lilac Avenue, Lovell Road, Marryat Road, Masons Road, Pines Avenue, Yews Avenue and Turkey Street; and

(b)  a 20 mph speed limit for motor vehicles in the streets and parts of streets specified in the Schedule to this Notice;

3.  A copy of the Orders, which will come into operation on 10 August 2009 and of other relevant documents, can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made.

4.  Copies of the Orders may be purchased from Traffic and Transportation Services, The Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD.

5.  Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Schedule

(20 m.p.h. Speed Limit to operate in the following roads and parts of roads)

Carpenters Road, from its junction with Kempe Road to a point 10 metres east of the eastern kerb-line of Kempe Road.

Elsinge Road, from its junction with Marryat Road to a point 8 metres west of the party wall of Nos. 196 and 198 Elsinge Road.

Hornbeams Avenue, from its junction with Kempe Road to a point 10 metres east of the eastern kerb-line of Kempe Road.

Kempe Road, from a point 6 metres north-east of the north-eastern kerb-line of Masons Road to its junction with Marryat Road.

Larches Avenue, from its junction with Kempe Road to a point 10 metres east of the eastern kerb-line of Kempe Road.

Lilac Avenue, from its junction with Kempe Road to a point 10 metres east of the eastern kerb-line of Kempe Road.

Lovell Road, its entire length.

Marryat Road, its entire length.
