THE WALTHAM FOREST (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (AMENDMENT NO. 1) TRAFFIC ORDER 2009

THE WALTHAM FOREST (PRESCRIBED ROUTES) (NO. 1) TRAFFIC ORDER 2009

1.  NOTICE IS HEREBY GIVEN that on the 19th June 2009 the Council of the London Borough of Waltham Forest made the above-mentioned Orders under sections 6, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2.  The general effect of the Speed Limit Order will be to impose a maximum speed limit of 20 miles per hour for motor vehicles on the roads specified in Schedule 1 to this Notice.

3.  The general effect of the Waiting and Loading Order will be to further amend The Waltham Forest (Waiting and Loading Restriction) Consolidation Order 2008 so that waiting by vehicles would be prohibited “at any time” in parts of the streets specified in Schedule 2 to this Notice. This Order also makes certain amendments to better reflect the situation of existing items as they appear on street.

4.  The general effect of the Prescribed Routes Order will be to prohibit vehicles entering or exiting Stewart Road from the arms of Hall Road that front Nos. 33 to 43 and Nos. 44 to 54 Hall Road.

5.  The general effect of the Prohibition of Stopping Outside Schools Order will be to formalise the School Keep Clear markings on Downsell Road and Lincoln Street outside Mayville School and Downsell School respectively so that stopping on the markings would be prohibited for any reason between 8 a.m. and 4 p.m. on Mondays to Fridays inclusive during school term time.

6.  Copies of the Orders, which will come into operation on 4th July 2009 and other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at:- (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; (b) The Waltham Forest Direct Shop, 265 Chingford Mount Road, Chingford, E4 8LP; and (c) Low Hall, Argall Avenue, London, E10 7AS.

7.  Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.

SCHEDULE 2 (waiting restrictions to operate “at any time” in the following streets)

AMETHYST ROAD – (a) both sides, at its junction with Hall Road (main arm), (b) north side, at its junction with Hall Road (arm fronting Nos. 44 to 54), (c) both sides at its junction with Stewart Road;

BRIERLEY ROAD – both sides, at its junction with Langthorne Road;

BUTTERMERE CLOSE - both sides, at its junction with Hall Road;

CATHALL ROAD – both sides, approx. 25-30 metres north-west of its junction with Hollydown Way to a point approx 25-30 metres south-east of that junction;

DRAPERS ROAD - both sides, at its junction with Ellingham Road;

DOWNSELL ROAD - both sides, at its junction with Ellingham Road;

ELLINGHAM ROAD – (a) the west side, at its junction with Hall Road, (b) both sides at its junction with Stewart Road, (c) both sides, at its junction with Downsell Road;

HALL ROAD [main arm] – (a) the east side, from its junction with Crownfield Road to the access road leading to Cean Court, (b) the west side, at its junction with Amethyst Road, (c) the west side, at its junction with Stewart Road;

HALL ROAD [arm fronting Nos. 33 to 43] – (a) at its junction with Hall Road [main arm], (b) at its junction with Stewart Road;

HALL ROAD [arm fronting Nos. 44 to 54] – at its junctions with Hall Road [main arm], (b) at its junction with Amethyst Road;

HOLLYDOWN WAY – (a) both sides, at its junction with Cathall Road, (b) the east side, at its junction with Anglian Road, (c) both sides, at its junction with North Birbeck Road;

LESLIE ROAD – the north-west side, at its junction with Millais Road;

LINCOLN STREET – both sides, at its junction with Marchant Road;

MARCHANT ROAD – both sides, at its junction with Cathall Road;

MAYVILLE ROAD – the north-east side, at its junction with Southwell Grove Road;

MILLAIS ROAD – the south side, at its junction with Leslie Road;

NORTH BIRBECK ROAD – both sides, at its junction with Hollydown Way (both arms);

SOUTH BIRBECK ROAD – both sides, at its junction with Hall Road;

SOUTHWELL GROVE ROAD – both sides, (a) at its junction with Mayville Road, (b) at its north-eastern extremity;

STEWART ROAD – both sides, (a) at its junction with Ellingham Road, (b) at its junction with Hall Road;

UNION CLOSE – both sides, at its junction with Langthorne Road.
