THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. ) ORDER 200

1.  NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.

2.  The general effect of the ‘Prescribed Routes’ Order would be to impose one-way working from south-east to north-west in College Road between the north-western kerb-line of Glendale Gardens and the south-eastern kerb-line of Thirlmere Gardens.

3.  The general effect of the ‘Speed Limit’ Order will be to impose a maximum speed limit of 20 miles per hour in Allonby Gardens, Ambleside Gardens, Arnside Gardens, Carlton Avenue East between its junction with Windermere Avenue and the carriageway surrounding the western island site situated at the junction of Carlton Avenue East and Preston Road, College Road, Coniston Gardens, Conway Gardens, Derwent Gardens, Ennerdale Gardens, First Avenue, Frenleigh Court, Glendale Gardens, Grasmere Avenue, Logan Road, Longfield Avenue, Lulworth Avenue, Montpelier Rise, Pempath Place, Rydal Gardens, Second Avenue, Strathcona Road, Third Avenue, Thirlmere Gardens, Windermere Avenue, Windermere Grove, Woodford Place and the carriageway surrounding the western island site situated at the junction of Carlton Avenue East and Preston Road.

4.  The general effect of the ‘Waiting and Loading Restrictions’ Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a)  waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;

(b)  waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 1 to this Notice;

(c)  the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedule 1) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(d)  the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited;

(e)  any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedule 1 to this Notice would be revoked.

5.  The prohibitions referred to in paragraph 4(a) and 4(b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.

6.  The Council propose to install speed tables, speed cushions and cycle friendly sinusoidal humps under section 90 A- F of the Highways Act 1980 in the locations specified in Schedule 2 to this Notice.

7.  A copy of each of the proposed Orders, of a map of the relevant area, of the relevant Order of 1979 (and of the Orders which have previously amended that Order) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this Notice is published at:-

(a)  The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and

(b)  The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.

9.  Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their objection and the grounds thereof, to The Director of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/10/032/EAM, before the afore-mentioned date.
