BROWNLOW ROAD – NEW ‘AT ANY TIME’ WAITING RESTRICTIONS AND NEW MON – FRI 8-9.30AM AND 4.30-6.30PM LOADING RESTRICTIONS

1.  NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) propose to make the Enfield (20 m.p.h. Speed Limit) (No. *) Traffic Order 200* and the Enfield (Waiting and Loading Restriction) (Amendment No. *) Order 200* under sections 6, 84(1), 84(2) and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2.  The general effect of the Orders would be to:

(a)  introduce a 20 mph speed limit for motor vehicles in the streets and part of street specified in Schedule 1 to this Notice;

(b)  introduce new “at any time” waiting restrictions in parts of the streets specified in the last paragraph of the heading to this Notice, which are mainly at the junctions of those streets; and

(c)  introduce new “Mon-Fri 8-9.30am 4.30-6.30pm loading restrictions on part of Brownlow Road

3.  FURTHER NOTICE IS HEREBY GIVEN that in order to control the speed of traffic, the Council propose to construct under sections 90A to 90I of the Highways Act 1980 

(a)  a raised entry treatment (flat top design road hump) which would be constructed level with the adjacent kerbs and cover the full width of the road at the junction location specified in Schedule 2 to this Notice;

(b)  flat top speed tables which would be constructed at the locations specified in Schedule 3 to this Notice; and

(c)  raised junctions which would be constructed level with the adjacent kerbs, between distances of 6 and 12 metres from the junction and cover the full width of the roads at the locations specified in Schedule 4 to this Notice.

4.  FURTHER NOTICE IS HEREBY GIVEN that the Council has approved, under section 23 of the Road Traffic Regulation Act 1984, the provision of a new zebra crossing in Brownlow Road, just north of York Road, outside Nos. 73 and 75. The associated zig-zag markings would be placed adjacent to the crossing and between the points specified in Schedule 5 to this Notice and would prohibit all vehicles from stopping on them at all times.

5.  To allow for the introduction of the zebra crossing referred to in paragraph 4 above it is necessary to change the position of the existing bus stop clearway on the west side of Brownlow Road outside Nos. 75 to 85 to a new position from the common boundary of Nos. 79 and 81 Brownlow Road northward for 25 metres (outside Nos. 81 to 87) (Note: the new bus stop clearway which would operate at any time depicts the approved sign and road markings and does not need to be implemented by way of a traffic order).

6.  A copy of each of the proposed Orders, of a map indicating the locations and effects of the proposed Orders, the zebra crossing and associated zig-zag markings, of the Council’s statement of reasons for proposing to make the Orders and any other relevant documents can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive.

7.  Any person desiring to object to the proposed Orders, or make any other representations in respect of them or the pedestrian crossing (including the zig-zag markings) should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Head of Traffic and Transportation Services, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD, quoting the reference LB/TG52/1027, by 27 May 2009.

8.  Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may, upon written request, be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

Schedule 1

(20 m.p.h. Speed Limit to operate in the following streets and part of street in N11)

Bosworth Road, Highworth Road, Lancaster Road N11, Natal Road, Stanley Road N11, Union Road and Wakefield Road (their entire lengths) and Warwick Road N11, from Bowes Road (A406) to the northern kerb-line of Shrewsbury Road.

Schedule 2

(raised entry treatment location)

Shrewsbury Road, from the north-eastern kerb-line of Stoneham Road eastward for 20 metres.

Schedule 3

(speed table locations)

Highworth Road—

(a)  from the common boundary of Nos. 40 and 42 Highworth Road southward for 13 metres;

(b)  from a point 2.7 metres south of the common boundary of Nos. 37 and 39 Highworth Road southward for 12 metres; and

(c)  from a point 3 metres south of the common boundary of Nos. 11 and 13 Highworth Road southward for 8 metres.

Evesham Road and Ollerton Road junction.

Natal Road and Bosworth Road, Lancaster Road N11, Wakefield Road and York Road N11 junctions.
