PROPOSED INTRODUCTION OF A 20 MPH SPEED LIMIT AND ROAD HUMPS IN THE STREATHAM HILL, PALACE ROAD AND LEIGHAM VALE AREAS
(NOTE: This notice is about the Council’s proposal to introduce a new 20mph Speed Limit Zone and to install the type of road
humps known as speed tables, sinusoidal humps and speed cushions in the roads specified in this notice. Objections may be
made – see paragraph 5)
1. NOTICE IS HEREBY GIVEN that Lambeth Borough Council propose to make the Lambeth (20 m.p.h. Speed Limit) (No. *) Order 2009
under section 84(1) of the Road Traffic Regulation Act 1984. The general effect of the Order would be to impose a 20 miles
per hour speed limit on vehicles in Amesbury Avenue, Barcombe Avenue, Cricklade Avenue, Daysbrook Road, Downton Avenue, Emsworth
Street, Faygate Road, Hailsham Avenue, Hillside Road, Hitherfield Road, Keymer Road, Kinfauns Road, Kingsmead Road, Lanercost
Road, Leigham Vale, Lydhurst Avenue, Mountearl Gardens, Mount Nod Road, Normanhurst Road, Northstead Road, Nuthurst Avenue,
Probyn Road, Palace Road, Romeyn Road, Rosedene Avenue, Roupell Road (between Christchurch Road and Palace Road), Stockfield
Road, Wavertree Road and Wyatt Park Road, except in any parts of these roads that are GLA Side Roads (Red Routes).
2. FURTHER NOTICE IS HEREBY GIVEN that Lambeth Borough Council propose, under sections 90A and 90C of the Highways Act 1980,
to:
(a) construct the type of flat-top road humps known as “speed tables” in (i) Daysbrook Road at its junction with Wavertree Road; and (ii) Downton Avenue (a) outside Nos. 97/99 and 96/98/100; and (b) outside Nos. 112/114/116 and 109/111;
(Each “speed table” would be an elevated section of carriageway with a flat top, 75 millimetres higher at its highest point
than the surrounding carriageway and extending across the full width of the carriageway from kerb to kerb the “speed table”
described in paragraph 2(a)(i) would be approximately 22 metres long, including gradients. The “speed tables” described in
paragraph 2(a)(ii) above would be approximately 11 metres long, including the gradients.)
(b) construct the type of road humps known as “speed cushions”:-
(i) in a line of three across the width of the carriageway in Palace Road, (a) outside No. 57a;
and (b) outside Nos. 76 and 79;
(ii) in a line of four across the width of the carriageway in Amesbury Avenue, (a) outside Nos. 21 and 28; (b) outside Nos. 53/55 and 78/80 (c) outside Nos. 155 and 200; (d) outside Nos. 183/185 and
228/230; and (e) outside Nos. 254 and 207/209; and Downton Avenue, (a) outside Nos. 131 and 136; and (b) outside Nos. 151 and 156;
(Each “speed cushion” would be an elevated section of carriageway with a flat top, 75 millimetres higher at its highest point
than the surrounding carriageway and measuring approximately 2.6 metres in length and approximately 1.8 metres in width, including
the gradients.)
(c) construct the type of road humps known as “sinusoidal humps” in Daysbrook Road, (i) outside No. 2; and (ii) outside Nos. 31 and 26; Hailsham Avenue, (i) outside Nos. 18/20 and 22/24; (ii) outside Nos. 21/23/25/27 and 74/76/78/80; (iii) outside Nos. 45/47/49/51 and 122/124/126/128;
and (iv) outside Nos. 97/99 and 174/176; Hitherfield Road, (i) approximately 11 metres north-west of Leigham Vale; (ii) outside Nos. 21 and 26; and (iii) outside Nos. 51 and 50/52;
Kinfauns Road, outside Nos. 2 and 5; Kingsmead Road, (i) outside Nos. 76 and 111; (ii) outside Nos. 56 and 93/95; (iii) outside Nos. 44/46 and 57; (iv) outside Nos. 24 and 35;
and (v) outside Nos. 6/8 and 11; Lydhurst Avenue, (i) outside Nos. 6/8 and 21/23/25/27; and (ii) outside Nos. 30/32 and 93/95; Mount Nod Road, (i) outside Nos. 1/2; (ii) outside Nos. 21/22/23/24 and 91; (iii) outside Nos. 31 and 84; (iv) outside Nos. 43/44 and 75;
and (v) outside Nos. 59/60 and 69; Normanhurst Road, (i) outside No. 1; and (ii) outside No. 9; Northstead Road, outside Nos. 5 and 6; Nuthurst Avenue, outside Nos. 6/8 and 7; Palace Road, (i) outside No. 18; (ii) outside Nos. 20/22 and Lambourne Court; (iii) approximately 9 metres north-west of Arborfield Close;
(iv) outside Nos. 40a/40b; (v) approximately 25 metres south-east of the south-eastern kerb-line of Bushell Close; and (vi)
outside No. 50; Probyn Road, (i) outside Nos. 1/2; and (ii) outside No. 11; Romeyn Road, (i) outside Nos. 1/2; and (ii) outside No. 27; Rosedene Avenue, (i) outside No. 1; (ii) outside Nos. 16/18 and 21/23; and (iii) outside Nos. 34 and 35; Roupell Road, approximately 43 metres south-west of the south-western kerb-line of Christchurch Road; Stockfield Road, (i) outside Nos. 3 and 6; and (ii) outside Nos. 24 and 35/37; Wavertree Road, (i) outside Nos. 1 and 9; (ii) outside Nos. 28/30 and 39/41; (iii) outside Nos. 60 and 71; (iv) outside Nos. 88/90 and 105/107;
and (v) outside Nos. 114 and 129/131; Wyatt Park Road, (i) outside Nos. 9 and 16; (ii) outside Nos. 37/39 and 52; (iii) outside Nos. 49 and 70; and (iv) outside Nos. 73/75 and
94/96;
(Each “sinusoidal road hump” would be an elevated section of carriageway 75 millimetres higher at its highest point than the
surrounding carriageway and extending across the full width of the carriageway from kerb to kerb and having a length of 3.8
metres.)

with the date on which the Order is made or, as the case may be, the Council decides not to make the Order, at: the offices

5. All objections and other representations relating to the proposed Order or to the road humps (speed tables/speed cushions/sinusoidal
humps) must be made in writing and all objections must specify the grounds on which they are made and should be sent to Barbara
