THE HAVERING (20 M.P.H. SPEED LIMIT) (NO. 17) TRAFFIC ORDER 2009

THE HAVERING (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (CIVIL ENFORCEMENT AREA) (NO. 1) (AMENDMENT NO. 21) ORDER 2009

1.  NOTICE IS HEREBY GIVEN that the Council of the London Borough of Havering, hereinafter called the Council, on 30 March 2009 made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2.  The effect of the Orders will be:—

(a)  to introduce waiting restrictions operative “at any time” on the lengths of streets specified in Schedule 1 to this Notice;

(b)  to introduce a 20 m.p.h. speed limit zone on the lengths of streets specified in Schedule 2 to this Notice;

(c)  to remove the School-Keep-Clear in Lambs Lane situated on the south-east side, approximately 25.00 metres north-east of Deri Avenue and extending 25.00 metres north-eastward.

3.  Copies of the Orders, which will come into operation on 30 March 2009, of the Orders being amended, of the Council’s statement of reasons for making the Orders and plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of six weeks from the date on which the Orders were made at the Parking Services Reception, Whitworth Centre, Noak Hill Road, Harold Hill, Romford, Essex RM3 7YA.

4.  Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.

Schedule 1

Deri Avenue

both sides, between the north-western kerb-line of Lambs Lane South and a point 10.00 metres north-west of the kerb-line.

Lambs Lane South

the north-west side

(a)  between a point 10.00 metres south-west of the south-western kerb-line of Deri Avenue and a point 18.50 metres north-east of the north-eastern kerb-line of Deri Avenue;

(b)  between a point 15.00 metres south-west of the south-western kerb-line of The Glen and a point 10.00 metres north-east of the north-eastern kerb-line of The Glen.

The Glen

both sides, between the north-western kerb-line of Lambs Lane South and a point 10.00 metres north-west of the kerb-line.

Schedule 2

Deri Avenue, between its junction with Lambs Lane South and a point 48.00 metres north-west of that junction.

Ingrebourne Road, between common boundary of Nos. 76 and 78 Ingrebourne Road and its junction with Wennington Road.

Lambs Lane South, between the common boundary of Nos. 71 and 73 Lambs Lane South and its junction with Wennington Road.

The Glen, between its junction with Lambs Lane South and a point 25.00 metres north-west of that junction.

Wennington Road, between the common boundary of Nos. 204 and 296 Wennington Road and a point 4.50 metres south-east of the common boundary of Nos. 188 and 190 Wennington Road.
