THE REDBRIDGE (20MPH SPEED LIMIT) (NO. 1) TRAFFIC ORDER 2009

THE REDBRIDGE (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 4) ORDER 2009

NIGHTINGALE PRIMARY SCHOOL - 20MPH SPEED LIMIT ZONE

ASHBOURNE AVENUE, CADOGAN GARDENS, CHARNWOOD DRIVE, COLVIN GARDENS, ONSLOW GARDENS & SOUTH VIEW DRIVE – WAITING RESTRICTIONS

1.  NOTICE IS HEREBY GIVEN THAT the Council of the London Borough of Redbridge after consultation with the Commissioner of Police of the Metropolis, on 2 March 2009 made the above mentioned Orders in exercise of the powers, conferred by sections 6, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2.  The general effect of the 20 m.p.h. Speed Limit Order would be to introduce a 20 miles per hour speed limit in the roads and lengths of roads specified in Schedule 1 to this Notice.

3.  The general effect of the waiting and loading restriction Order will be to further amend the Redbridge (Waiting and loading restriction) Order 1993 so as to:-

(a)  introduce waiting restrictions operative “at any time” on the lengths of streets specified in Schedule 2 to this Notice;

(b)  introduce waiting restrictions operative between 8 a.m. and 4 p.m. on Mondays to Fridays inclusive during school term times on the lengths of streets specified in Schedule 3 to this Notice;

(c)  introduce waiting restrictions operative between 8 a.m. and 9.30 a.m. and between 2.30 p.m. and 4 p.m. on Mondays to Fridays during school term times on the lengths of streets specified in Schedule 4 to this Notice.

4.  Copies of the Order, which will come into operation on 5 March 2009, of the Order being amended, together with a plan of the area and the Councils Statement of Reasons for making the Orders, along with more detailed particulars of the scheme may be inspected between 9.00 a.m. and 4.30 p.m., on Mondays to Fridays (9.30 a.m. to 4.30 p.m. on Wednesdays), until the end of six weeks from the date on which the Orders are made, at the Information Centre, Lynton House, 255-259 High Road, Ilford Essex IG1 1NN.

5.  Any person wishing to question the validity of the Orders or any provisions contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 and that any of the relevant requirements thereof or any of the relevant regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make an application for the purpose to the High Court.

1.  Ashbourne Avenue

2.  Colvin Gardens

3.  Elmcroft Avenue, between a point opposite the common boundary of Nos. 70 and 72 Elmcroft Avenue and a point opposite the common boundary of Nos. 122 and 124 Elmcroft Avenue.

4.  Onslow Gardens, from Ashbourne Avenue to a point 5.0 metres south of the southern boundary of the access road to Roding Valley Park by 75 and 77 Onslow Gardens.

SCHEDULE 2

Charnwood Drive, between the south-eastern kerb-line of Hermon Hill and a point 20.0 metres south-east of that kerb-line.

Ashbourne Avenue

(a)  the north-west side,

(i)  between a point opposite the common boundary of Nos. 30 and 32 Ashbourne Avenue and a point opposite the common boundary of Nos. 34 and 36 Ashbourne Avenue;

(ii)  between a point 10.00 metres south-west of the south-western kerb-line of South View Drive and a point 10.00 metres north-east of the north-eastern kerb-line of South View Drive;

(iii)  between a point 25.00 metres north-east of the north-eastern kerb-line of South View Drive and a point 40.0 metres north-east of that kerb-line;

(iv)  between a point 10.00 metres south-west of the south-western kerb-line of Cadogan Gardens and the south-western kerb-line of Cadogan Gardens;

(b)  the south-east side, between a point opposite the common boundary of Nos. 30 and 32 Ashbourne Avenue and a point opposite the common boundary of Nos. 34 and 36 Ashbourne Avenue.

Cadogan Gardens

(a)  the south-west side, between the north-western kerb-line of Ashbourne Avenue and Onslow Gardens and a point 20.0 metres north-west of that kerb-line;

(b)  the north-east side, between the north-western kerb-line of Ashbourne Avenue and Onslow Gardens and a point 10.0 metres north-west of that kerb-line.

Charnwood Drive, between a point 10.0 metres north-west of the north-western kerb-line of Ashbourne Avenue and the north-western kerb-line of Ashbourne Avenue.

Colvin Gardens, Wanstead, both sides, between the south-eastern kerb-line of Ashbourne Avenue and a point 10.0 metres south-east of that kerb-line.

Onslow Gardens, the north-east side, between the north-eastern kerb-line of Cadogan Gardens and a point 10 metres north-east of that kerb-line.

South View Drive, both sides, between the north-western kerb line of Ashbourne Avenue and a point opposite the common boundary of Nos. 99 and 101 South View Drive.

SCHEDULE 4

Onslow Gardens, the north-east side, between a point 10 metres north-east of the north-eastern kerb-line of Cadogan Gardens and a point 60 metres north-east of that kerb-line.
